Perhaps I was being liberal with the word ‘liberal’

but conversely, if you’re trying to set a foundation then being too frugal won’t cut it either.

As for only using powder on oily skin,

many a pro makeup artist would beg to differ.

Setting the foundation with powder makes it last longer.

In the case of Vichy, they claim that using their setting powder with their foundation makes it waterproof

for example you can swim with it.

Although I’m not sure why you would want to.

Perhaps people with chronic skin discoloration use makeup to camouflage.

This is my idea of ‘not frugal’.
